Historian, was born in Livonia in 1841. From 1867 to 1872 he was engaged in literary work in America. He is the author of a standard work on "The Constitutional History of the United States, 1750-1861." Also has written a life of John C. Calhoun and "The Constitutional Law of the United States." In 1872 he became a professor at Strasburg, in 1874 at Freiburg, whence he was called to the University of Chicago in 1891.
