In Politics, the means for giving effect to the opinion of the minority. The modes generally suggested are twofold: (1) that each elector shall have two votes when three candidates can be returned, or (2) one vote when two are to be elected. To these must be added the suggestion of Mr. Hare, that the elector should be empowered to choose the constituency in which he shall record his vote.
