(1780-1846), was a Representative from Connecticut in the U. S. Congress from 1819 to 1821 and 1823 to 1825 was Speaker of the State Legislature from 1825 to 1826, and a U. S. Senator from 1827 to 1833. In the Senate he offered the resolution which caused the famous debate between Webster and Hayne. He was Governor of Connecticut in 1834.
