(1825-1888), was born in Ohio. He was graduated at the U.S. Military Academy in 1849, was chief of engineers in the Port Royal expedition in 1861, superintended the attack on Fort Pulaski, defeated the Confederates at Somerset in 1862, commanded at Fort Sumter, Fort Wagner and Morris Island, and was promoted major-general for services at Charleston. He was an authority in engineering subjects.
