Born in 1816, was a member of the Massachusetts Constitutional Convention in 1853. He was a Representative from Massachusetts from 1857 to 1873, and succeeded Charles Sumner in the Senate in 1875 and served till 1893. He was for a time chairman of the Ways and Means Committee in the House, and has been prominent in legislation for the tariff and for Indian education.
