After the secession of Virginia, April 17, 1861, the Union members of her Legislature, mostly from the western part of the State, met at Wheeling and organized a State government, which was recognized by Congress as the government of Virginia. Francis H. Pierpont was Governor. After the admission of West Virginia this Virginia government was transferred to Alexandria. President Johnson recognized it as the lawful government of Virginia. It continued in operation until the installation of military government in 1867.
